The Canada Forest Innovation & Renewable Markets (“FIRM”) Challenge

The CANADA FIRM Challenge is a shovel-ready response to the urgent need for Canada to develop and expand domestic markets for forest biomass in response to escalating threats from U.S. tariffs on Canadian forest products.
It leverages BDO Zones as a proven, investment-ready solution to deliver on this goal and on the mandate of the Prime Minister’s $500M Markets and Innovation funding. The Challenge will:
Building a national network of 100 ‘shovel ready’ BDO Zones for forest biomass.
Rapid scale-up of Canada’s bioeconomy is critical for the future vibrancy of the forest sector, especially under the escalating threat of U.S. tariffs. Yet progress is hampered by a persistent bottleneck: the disconnect between communities with strong biomass assets and the project developers actively searching for credible, low-risk sites.
Today, developers spend months — or years — trying to identify suitable locations, assess the quantity and cost of sustainable feedstock, and build trust with often skeptical local suppliers. Meanwhile, many Canadian communities with ideal characteristics remain invisible to global investors because they lack a recognized, credible way to signal “biomanufacturing readiness.”
The CANADA FIRM Challenge directly addresses this bottleneck. By turning the BDO Zone Rating into a national prize-style competition, the Challenge will deliver a nationwide catalogue of “project-ready” communities that combine surplus biomass, resilient supply chains, and strong infrastructure — sending a powerful signal to developers and investors globally that Canada is prepared to lead in the global bioeconomy.

The CANADA FIRM Challenge is designed to catalyze rapid market diversification for Canada’s forest sector. Up to 100 communities will be selected as awardees.
- Evidence of surplus biomass and supply-chain resilience
- Infrastructure capacity and site readiness
- Commitment from local suppliers (letters of support, cooperative structures)
- Strategic need, including tariff-impacted regions and underserved and Indigenous communities
- A BDO Zone Rating — a standards-based certification (CSA TS-005) demonstrating the region’s biomanufacturing readiness
- Promotion and outreach — national and international promotion to investors and markets
- Technical assistance — support from partners to strengthen biomass supply chains and project readiness

Awards provide services rather than direct cash. Support includes BDO Zone Rating assessments, promotional outreach to investors, technical assistance for supply-chain organization, and operation of the BDO Zone Markets Acceleration Centre. Bioindustrial Innovation Canada manages funds in milestone-based tranches.
